قالت صحيفة الغارديان البريطانية في تقرير لها بعنوان "رئيسي الذي قد يكون المرشد الأعلى المقبل لإيران"، إن رجلا غير معروف كثيرا خارج إيران يدعى إبراهيم رئيسي هو المرشح الأبرز لخلافة المرشد الأعلي علي خامنئي البالغ من العمر 77 عاما.
وفتحت وفاة رئيس تشخيص مصلحة النظام هاشمي رفسنجاني قبل أيام باب التكهنات في الخليفة المتوقع أن يرث تركة المرشد الكهل علي خامنئي الحاكم الفعلي لإيران والذي يمتلك شرعية دينية لدى الشيعة تحت بند "الولي الفقيه" الذي يحل في منزلة المهدي المنتظر الغائب وفقا للمذهب الشيعي الإثني عشري.
محافظ من عباءة خامنئي
ويعرف إبراهيم رئيسي بأنه من المحافظين الموالين للمرشد ويبلغ من العمر 56 عاما وبدأ سيطه يعلوا في إيران مؤخرا كوريث محتمل لخامنئي وهو يدير مؤسسة ثرية في إيران تدير المزارات والمراقد المقدسة في البلاد.
وأشار التقرير إلى أن رئيسي يفتقد للخبرة العملية في إدارة مؤسستات الدولة خاصة الحساسة منها، ما جعل اسمه محط تندر من كثير من المحللين السياسيين الذي لم يتوقعوا أن يكون هو الوريث المحتمل لخامنئي الذي يعاني من مشاكل صحية في البروستاتا.
وكان رفسنجاني قد ألمح إلى وجود شخصيتين لم يكشف عنهما لوراثة المرشد، رغم أنه كان أحد الأسماء المعتدلة لوراثته إلا أن الأجل باغته قبله، فيما أعلن عن أسماء ثلاثة مرشحين هم هاشمي الشاهرودي، وصادق لاريجاني، الرئيسان السابقان إضافة للرئيس الحالي للسلطة القضائية، ومعهم الرئيس حسن روحاني، ورئيسي الذي يعد أقلهم خبرة لكنه الأقرب لخامنئي.
تاريخيا لم يكن عمر رئيسي سوى بضعة أعوام لدى وصول الخميني للسلطة عام 1979 لكنه نجح بالتقدم بسرعة حتى تسلم منصب القاضي الشرعي الذي وقف خلف الإعدامات الجماعية لمعارضي الخميني، وما زال الرجل يترأس المحكمة التي تحاكم رجال الدين "المزعجين".
وقال المستشارٌ السابق لشؤون إيران في وزارة الخارجية البريطانية، حسين رسَّام، "إنَّ وجود رئيسي عى رأس المحكمة يعزز من فرصه، كما أن إشرافه على مقام الإمام الرضا الذي يُمثِّل مقصدًا لملايين الحجاج الشيعة كل عام يعتبر رصيدا إضافيا، كما أن علاقاته بخامنئي والحرس الثوري، وتورط منافسيه بقضايا فساد، وعدم دخوله بالصراعات الداخلية بين القادة الكبار، كلها عوامل تجعل فرصه تتزايد بشكل أكبر".

ومن جانبه يرى المعارض الإيراني مرتضى كاظميان، أن نقاط قوة رئيسي تتمثل بعلاقاته باخمنئي والحرس الثوري والاستخبارات ونجل خامنئي مُجتَبى، وهي العوامل التي ستجعله الأوفر حظا لكنه لفت إلى أن من سيحسم السابق أخيرا هي اللحظة التي يموت بها خامنئي والتوازن السياسي الذي يحكم تلك اللحظة حينها.
بدوره اعتبر الأستاذٌ في جامعة ديوك الأمريكية الإيراني محسن كاديفار، أن المراكز الدينية المنتشرة في البلاد وأتباعها يزيدون من فرص الوصول لمنصب المرشد بنسبة 40%، معتبرا أن كل التخمينات تبقى كذلك طالما بقي خامنئي حيا إلا أن وفاته قد تعمل على تبدل الولاءات وبالتالي تغير جميع التخمينات، مرجحا وصول روحاني لخلافة خامنئي".
ويشير كادفيار إلى أن خامنئي يبدو منزعجا من وضع السلطة بيد الرئيس ويرغب في إعادته إلى سلطة رمزية قبل وفاته عبر جعل السلطات بيد رئيس الوزراء أو أنه سيقوم بتحديد مدة المرشد الأعلى بعشر سنوات، أو اختيار شخصية يسر بها للمقربين منه فيما يقوم مجلس الخبراء بالمصادقة على الاسم لاحقا كخطوة شكلية".

A 56-year-old conservative cleric relatively unknown to the outside world is quietly emerging as a frontrunner to be Iran’s next supreme leader.
Ebrahim Raisi is the custodian of Astan Quds Razavi, the wealthiest charity in the Muslim world and the organisation in charge of Iran’s holiest shrine. It is believed he is being groomed to be a leading candidate to succeed 77-year-old Ayatollah Ali Khamenei.
Khamenei’s tenure, which has spanned more than a quarter-century, will end only with his death; but the sudden death on Sunday of Ayatollah Hashemi Rafsanjani, the country’s greatest political survivor, has revived speculation about the succession. In 2014, Khamenei, the country’s ultimate decision-maker and its commander-in-chief, was announced to have undergone prostate surgery, which broke a taboo on the topic.
Rafsanjani, who will be buried on Tuesday, was a major political force in Iran. Although his influence had diminished in recent years as he shifted his political allegiance to reformists, he was still considered to have influence in pushing for a more moderate candidate to succeed Khamenei.

Rafsanjani revealed in a newspaper interview in June that two people had been shortlisted by the assembly of experts, the clerical body in charge of choosing the next supreme leader, although there has been no official confirmation.

Three others touted are ayatollahs Hashemi Shahroudi and Sadeq Larijani, the former and current judiciary chiefs, and the current president, Hassan Rouhani. Raisi is closer to Khamenei’s inner circle but has comparatively little executive experience.

Raisi’s rise in prominence since his appointment in March has surprised many political commentators. He wears a black turban, indicating he is a seyed – a descendant of the prophet Muhammad, in Shia Islam. Mohsen Kadivar, who has taught at Qom seminary, Iran’s most prominent Shia religious hub, said this fact alone increases his chances of gaining the top job by 30 to 40%. Ayatollah Shahroudi is also a seyed.
Hossein Rassam, a former Iran adviser to the British Foreign Office, said Raisi’s current role is a strong platform for his leadership chances. “He is the guardian for a shrine that is the destination of millions of Shia pilgrims every year and I think that is extremely important,” Rassam said. Nearly 30 million pilgrims are estimated to visit Imam Reza each year.
“He has also very close links to key players in the Islamic Republic [of Iran], from the supreme leader himself to the revolutionary guards. All the signs suggest … his chances of becoming the next supreme leader are growing very fast.”
Raisi had barely reached adulthood by the 1979 Islamic Revolution, but rose quickly through the ranks. In the summer of 1988, he was one of the four sharia judges behind the mass execution of leftists and dissidents.
More recently he was Iran’s prosecutor-general and still holds a very important division within the judiciary as the head of the court that prosecutes troublemaking clerics. He is married to the daughter of a hardline ayatollah who is the representative of Khamenei in the eastern province of Khorasan-Razavi, home to the Imam Reza shrine.

Rassam said Raisi is also advantaged by Shahroudi and Larijani’s involvement in corruption cases, and the distance he has kept from Iran’s factional infighting. His role in the mass execution of political dissidents in the 1980s is unlikely to damage his standing, Rassam said, while pictures that emerged of senior military commanders symbolically sitting at his feet during a visit to Raisi in Mashhad underlined his authority.
Morteza Kazemian, a prominent political activist living in exile in Paris, said Raisi’s relations with the Revolutionary Guards, intelligence agencies and Khamenei’s inner circle – including his son Mojtaba – made him the frontrunner to be the next supreme leader.
“Raisi’s chances are high, but what will happen the day Khamenei dies rests much on the political balance at that exact moment,” he said.
Kadivar, who is currently a research professor at Duke University, stuck a more cautious note. Although he sees Raisi as a potential candidate, he believes there are not sufficient signs to consider him the frontrunner. “Khamenei’s authority is effective so long as he is alive but once he dies, all political allegiances may shift, which makes all the talk about potential candidates very speculative,” he warned.
“Rouhani’s chances are much bigger than the others. He has the experience, the Islamic knowledge and credibility among the elites.”
Kadivar, a strong critic of Islamic jurisprudence, believes there are signs that Khamenei wants to make constitutional changes to abolish the position of president, or make it symbolic and reinstate the role of prime minister. “Presidents in Iran have proved too troublesome for the supreme leader, while the parliament has usually acted within the red lines. A prime minister appointed by such a parliament would alleviate the leader’s concerns,” Kadivar said.
Another theory is that Khamenei could limit the term of the top job to 10 years, making the next supreme leader less supreme. And while many believe Khamenei’s character means he will want to choose his own successor, Rassam thinks the ayatollah will leave the decision to his confidantes and the assembly of experts will simply rubber-stamp the appointment.
And in Iran’s current climate, Raisi has “a very high chance of becoming the next supreme leader”, Rassam says.

Ali Akbar Hashemi Rafsanjani, Iran’s greatest political survivor who served as president for two consecutive terms, has died aged 82.
Rafsanjani, a pragmatist ayatollah considered the country’s second most powerful political figure for much of the Islamic Republic’s history, died in hospital in north Tehran on Sunday, according to local news agencies.
He “died today due to heart complications at the Shohadaye Tajrish hospital”, the semi-official Isna news agency reported. State-run television put political differences aside by displaying a black banner on all its official channels and Hossein Marashi, a close relative of the cleric, said he was scheduled to be buried after a funeral procession on Tuesday. Iran has declared three days of national mourning.
Rafsanjani was a founding member of Iran’s 1979 Islamic revolution and a close confidant of the current supreme leader, Ayatollah Ali Khamenei, for much of the 1980s and 1990s. But his political allegiances later shifted towards reformists, especially after a rift grew between him and Khamenei over the 2009 disputed presidential elections.
His death will deal a blow to moderates, particularly the current president, Hassan Rouhani, of whom he was a major backer. Rafsanjani voiced moderate support for Iran’s Green movement in 2009 while Khamenei stood firm by the then president Mahmoud Ahmadinejad and denied any allegations of vote rigging.
“The soul of a giant man of revolution, politics, a symbol of patience and strength, has ascended to skies. #Hashemi-Rafsanjani,” Rouhani tweeted in reaction to Rafsanjani’s death.
As a result of his confrontation with Khamenei, who has the final word in all state matters in Iran, Rafsanjani’s authority diminished and two of his children were jailed on separate charges. Pro-Khamenei supporters targeted him with a barrage of attacks, often refraining from using his title (ayatollah) in the public press, saying he was no longer loyal to the supreme leader.

The rift between Khamenei and Rafsanjani meant the latter was greatly sidelined in recent years but, until his death, he was the head of Iran’s expediency council, an influential body that mediates between the parliament and the guardian council.
He was also a senior member of Iran’s assembly of experts, which has the task of appointing the country’s next supreme leader. In 2013, his bid for presidency was blocked by hardliners because he was deemed too old.
“Rafsanjani’s death will weaken Rouhani’s government and will also negatively affect the country’s reformist movement,” Sadeq Zibakalam, a prominent Tehran University professor, told the Guardian in a phone call from the Iranian capital.
“Rafsanjani’s political life can be divided in two parts. In the first part, he was part of the establishment and the country’s political system. Until Imam Khomeini’s death, he had an immense power in Iran.
“But after his time as president and particularly in the past two decades, he lost his influence and only had a ceremonial position. That was because he leaned towards democracy and freedom, which were the primary values of the revolution itself. This earned him a great deal of animosity among radical factions who attacked him and insulted him repeatedly until his death.”
After the 1979 revolution, Rafsanjani became the country’s first speaker of the parliament, a job he kept for nine years. During the Iran-Iraq war, he was the supreme leader Ayatollah Ruhollah Khomeini’s top representative in the supreme defence council, acting as the de facto commander-in-chief of the Iranian military. When Khomeini died in 1989, Rafsanjani played an instrumental role in the appointment of Ayatollah Ali Khamenei as the current supreme leader.
While he was in power, however, he was a moderate politician famous for his pragmatism. He served two terms from 1989 to 1997. During his leadership, Iran went through an extraordinary transformation as the country focused on post-war construction and industrial revival.
Last June, Rafsanjani revealed in a newspaper interview that two people had been shortlisted by the assembly to become candidates to succeed Khamenei but there has been no official confirmation about the candidates. Rafsanjani’s death is likely to revive speculations about Khamenei’s succession. The supreme leader is 77 years old.

ولاية الفقيه ...ما هي ؟

نلجأ في ما نكتبه في بعض الاحيان الى توضيح معاني وابعاد بعض المسميات والمصطلحات المتداولة على نطاق واسع على الساحة الفكرية والسياسية ، وتاخذ ابعادا عملية واحداثا ربما تكون بتاثيرها او بسببها  . وتوضيح هذه المصطلحات ليس بقصد الترويج لها او نقدها ، بقدر ماهو محاولة لافادة بعضا ممن يتفضلون  بقراءة ما نكتب ، لاننا نفترض ان البعض الاخر يعرفون عن هذه المصطلحات والمسميات اكثر مما نعرف .
من بين هذه المسميات الذي يتخذ في زمن امتنا الاسلامية هذا ابعادا سياسية ومذهبية واسعة ، هي ما يسمى بولاية الفقيه في المذهب الشيعي التي فرضت نفسها على اتباع المذهب  منذ ثورة الخميني الذي طور هذه النظرية للحكم ولم يخترعها بل عمل من داخلها ، ليصنع منها نظاما مطلقا للحكم تتم ممارسته في ايران حاليا بولاية مرشد الجمهورية اية الله خامنئي .
ولابد هنا من العودة الى التاريخ قليلا وباختصار شديد قبل الدخول في تفاصيل هذه النظرية . فقد عرف الفكر السياسي الشيعي  تنوعا وتعددا كبيرين خلال القرنين الثاني والثالث الهجريين حتى بلغ لدى عدد من مؤرخي الشيعة سبعين فرقة،  ولكنه استقر عبر التاريخ  على ثلاث فرق رئيسية هي الزيدية التي حكمت اليمن مئات السنين الى ان تمت الاطاحة بحكم  الامامة بثورة السلال الجمهورية . وفرقة الاسماعيلية  التي اقامت الدولة الفاطمية ، الممتدة  من المغرب الى مصر والشام والحجاز لمدة ثلاثة قرون . اما الفرقة الثالثة فهي الامامية الاثني عشرية التي كان اتباعها يعانون من مشكلة ذاتية لاتسمح  لهم باقامة الدول  تتمثل باشتراط  العصمة والنص الالهي والسلالة الحسينية “ الحسين بن علي بن ابي طالب “ رضي الله عنه في الامام او الرئيس . ولما كانوا يعتقدون بوجود ذلك الامام  المعصوم المعين من قبل الله وولادته في اواسط القرن الثالث الهجري وهو الامام الثاني عشر محمد بن الحسن العسكري الذي قالوا انه ولد بصورية سرية ثم غاب بعد وفاة ابيه غيبتين صغرى امتدت سبعين عاما “ من 260 الى  329” هجرية   ولم يعد خلالها ويزعم انه كان يتصل خلالها ببعض النواب الخاصين، وكبرى امتدت منذ ذلك الحين والى اليوم والى ان يظهر في المستقبل . وقالوا بناء على ذلك بعدم قيام الشيعة بالثورة والعمل السياسي والعمل من اجل اقامة الدولة الاسلامية في عصر الغيبة ووجوب انتظار الامام المهدي الغائب وعطلوا في هذه الفترة التي سموها “ الانتظار “ كل ما يتعلق بالدولة من امور كجباية الخمس والزكاة واقامة الحدود وصلاة الجمعة . وقد اتسمت تلك المرحلة بالسلبية السياسية وادت الى انسحاب الشيعة الامامية من التاريخ السياسي . وقد ادت فترة الانتظار الى الوقوع في ازمة خانقة للمذهب الشيعي مما ادى الى تراجع بعض العلماء عن التشدد في تطبيق المذهب ، وكانت اول خطوة  هي فتح باب الاجتهاد الذي كان محرما في الفكر الامامي .ليشكل ذلك خطوة كبيرة للخروج من الازمة مما ادى الى استنباط فرضية النيابة الواقعية للفقهاء عن الامام المهدي خاصة في المجال السياسي الامامي والقول بنظرية ولاية الفقيه وكان ذلك في القرن الخامس الهجري . 
وبينما كانت نظرية ولاية الفقيه تنمو ببطء وبصورة جزئية ومحدودة في القرن السابع والثامن الهجرييبن ، انفجرت حركة على ايدي الصفويين بقيادة اسماعيل بن صفي الدين بن حيدر الذي اعلن قيام الدولة الصفوية عام 907هجرية  الا انه كا ن يفتقد الى نظرية سياسية شيعية شرعية فما هو متوفر في هذا المجال غير كاف .
واستند الشاه في تجاوز ذلك على تاييد  الشيخ المحقق علي بن الحسين بن عبد العالي الكركي  الذي طور ماهو متوفر من نظرية جزئية غير سياسية الى نظرية سياسية وادعى انه نائب الامام الغائب واجاز للشاه اسماعيل ممارسة السلطة بدلا منه وقد ادى ذلك الى انقسام خطير في المجتمع الشيعي .
ودون الدخول في تفاصيل كثيرة حول التطور التاريخي للفكر السياسي الشيعي خلال الفترة التي اعقبت سقوط الدولة الصفوية ، قاد الامام الخميني عام 1963 انتفاضة ضد الشاه محمد رضا بهلوي متجاوزا نظرية الحكم الملكي الدستوري التي اقامها الفقهاء الشيعة في ايران طويلا،  والتي انقلب الشاه اصلا عليها بانقلاب عسكري نصب نفسه بعدها ملكا دون استشارة الفقهاء بل شن حملة شعواء ضدهم .
تم ابعاد الخميني الى العراق وهناك راح يطور نظرية ولاية الفقيه والنيابة العامة للفقهاء عن الولي الفقيه لينقل هذه النظرية الى مرحلة جديدة هي حكم الفقهاء المباشر وممارسة مهمات الامامة كاملة وقد شكل ذلك القاعدة الفكرية التي قامت عليها الثورة الايرانية ، وقد انتقد الخميني فترة انتظار الامام المهدي التي قد تمتد مئات اخرى من السنين ، واجاز اقامة الدولة بقيادة من تتوفر فيه خصائص الامامة من العلم بالقانون والعداله ، كما اعتبر الفقهاء اوصياء للرسول “ صلعم “ من بعد الائمة في حال غيابهم ، وان ولاية الفقيه هي ولاية دينية الهية وقد حصر  الحق في اقامة الدولة بالفقهاء فقط . وبعد اقامة الجمهورية  بعدة اعوام طرح الخميني نظرية ولاية الفقيه المطلقة ، باعتبارها مستمدة من الله كما يقول مرسلا رسالة الى رئيس الجمهورية في ذلك الوقت حول ذلك الامر الذي شكل تطورا كبيرا باتجاه الشمولية وتوسيع الولاية ، متحدثا عن صلاحيات مشابهة لصلاحيات الرسول الاعظم والائمة المعصومين من بعده . ولذلك اصبح للفقيه الحاكم وضعا مقدسا لايجوز المساس به بل يجب طاعته طاعة مطلقة ولا يحق للامة ان تعارضه او تنتقده او تعصي اوامره .
وقد شكلت نظرية الخميني  ثورة على نظرية الامامة وعلى فترة  الانتظار للامام المهدي حيث انها لا تشترط العصمة والنص ولا السلالة الحسينية في الامام بل تكتفي بالفقه والعدالة . 
واخيرا وليس من باب النقد ،  فان مسالة وجود المهدي المنتظر حيا منذ ولادته حتى الان ، هي مسالة وهمية لاتستند الى ادلة واقعية ، كما ان الادلة التاريخية والعقلية تنفي او لاتثبت اصلا ان الامام الحسن العسكري قد ولد له ولد اخفاه كما يقولون حفاظا على حياته من الخلفاء العباسيين في ذلك الوقت،  رغم ان التاريخ يقول ان هؤلاء الخلفاء في ذلك العصر،  كانوا يميلون الى المذهب الشيعي ، كما اقام البويهيون وهم شيعة دولة في عاصمة الخلافة ، فلماذا الخوف على طفل الحسن العسكري ان وجد اصلا .انها ايضا نظرية وهمية تم اختراعها لمنع انقطاع الامامة  عند الامام الحادي عشر وهو الحسن العسكري  . سيبقى الشيعة ينتظرون المهدي المنتظر الى الابد ، لانه غير موجود  اصلا ، والقاعدة التي قامت عليها نظرية  وجوده نظرية وهمية يسهل نقدها ونفيها بقراءة التاريخ  واصول الدين والموروث الاسلامي بمجمله دون مواقف مسبقة او تعصب .
